En la ciudad de Cuenca, bajo la presidencia constitucional del excelentísimo señor doctor don José Maria Plácido Camaño, a 23 de agosto de 1885, reunidos por llamamiento del Gobernador de la Provincia Doctor don Francisco José Moscoso, varios ciudadanos, el venerable cabildo eclesiástico, los representantes de los tribunales, los del concejo Municipal de Cuenca. Dicho magistrado hizo presente que había deseado que la inauguración del telégrafo en la capital de la Provincia del Azuay, se solemnizara cumplidamente; y que después de las bendiciones de la Iglesia referentes al caso se extendiese un documento que atestigüe a los venideros el establecimiento definitivo del telégrafo del Sur. Y tomando acuerdo entre los ciudadanos circunstantes se concertó: 1.- extender el presente documento de inauguración de la línea telegráfica 2.- Bendecir a la Divina Providencia creadora y conservadora del Universo por las prodigiosas fuerzas naturales puestas bajo el dominio del hombre. 3.- Rendir un voto de gratitud al Supremo Gobierno Constitucional por el favor dispensado a la Provincia con la creación de tan importante servicio así para los Magistrados como para el pueblo 4.- Poner a continuación de esta acta los primeros despachos telegráficos dirigidos por la funcionarios de ésta a las demás provincias y señaladamente al Gobierno general. 5.- Enviar copia de este documento al archivo del Consejo Municipal de Cuenca, para que de esta manera se dé testimonio a la posterioridad de lo acontecido en esta fecha en los anales del progreso de la sección. Para ello se recurrió al método histórico, desde la perspectiva de la vida cotidiana y el cuerpo, como objeto histórico, con base en 44 testamentos que reposan en el Archivo Nacional de Historia de Cuenca- Ecuador, y al análisis de contenido de textos literarios costumbristas, que completaron las representaciones sobre la enfermedad en la decimonónica sociedad cuencana.
